Exposing for the foreground will produce a washed-out, over-exposed sky while exposing for the sky will leave the foreground dark and under-exposed.

The standard Neutral Density filter is a solid neutral density filter providing a fixed-stop reduction in exposure. This filter creates a darkening of the entire image, allowing you to photograph with a wider aperture or slower shutter speed than normally required. By slowing your exposure time or increasing your aperture, you are able to control depth of field and convey movement more easily.

Batteries can not be shipped via air as per legal requirements.
